党的十六大提出的全面建设小康社会的备斗目标,对发展特殊教育事业有极大的指导作用。全面建设的小康社会,是惠及全体人民包括残疾人在内的更高水平的小康社会,是逐步扭转不同群体差别、追求全面均衡协调发展的小康社会。广大残疾儿童少年是我们这个社会群体中一个困难和弱势群体,教育对他们终身发展起着十分重要的作用。因此,尊重和保障其教育权利,提高他们的思想道德素质、科学文化素养、健康素质和平等参与社会生活的能力,是社会文明进步的重要标志,也是社会主义制度的本质要求和优越性的具体体现,更是实践“三个代表”重要思想、全面建设小康社会的应有之义。
