党风问题是全党和全国人民最关心的一个问题。为什么纠正党内不正之风至今未见显著成效?其主要原因就是党风约束机制不健全。而纠正党内不正之风,也必须在健全党风约束机制上下功夫。一个人的行为约束力取决于外部约束力与个人自我约束力的合力。合力大小决定着每个党员行为的取向,而每个党员的行为则制约着执政党的党风。所谓党风约束机制就是指制约党风的各种因素的作用及其相互依存的关系。它是外部约束机制与自我约束机制的总和。
The issue of the style of the party is one of the issues most concerned about by the entire Party and the people throughout the country. Why the rectification of unhealthy tendencies in the party has not seen any remarkable results so far? The main reason is that the mechanism of restraining the party’s work style is not sound.
