改革开放以来,特别是“七五”以来,我国通信事业获得了较快速度的发展。邮电通信能力与技术装备水平、业务量与业务收入、利润水平与积累能力都大大超过了历史上任何发展时期,逐步形成了通信发展的良好的政策环境,长期困扰的资金短缺问题也有了一些变化,通信发展出现了可喜的形势。但与此同时也显现出一些矛盾和问题。有些问题属于对通信发展规律的认识问题,有些则是发展过程中客观存在的新问题。
