为配合机构改革做好机关工作人员的选配定岗工作,中组部、人事部联合发出通知,对党政机关推行竞争上岗提出规范性意见。 这项意见包括指导思想、适用范围、基本条件和资格、程序和方法、组织领导等五个方面。在适用范围中规定: 本意见适用于县以上各级党委、政府的工作部门和人大、政协、纪委、法院、检察院机关。 实行竞争上岗的职位层次、数量以及具体范围,按照干部管理权限,由党委(党组)及组织人事部门确定。
