电力供应一直以来都被视为一项公用事业,不论发达国家或地区,还是发展中国家或地区都认识到电力的管制不能采取放任的政策。同时,电力供应由政府主导更能体现政府公共服务的主要职能,也可更好地维持社会稳定和保障经济发展。以“小政府、大市场”为主要代表和其经济高度自由而闻名于世的香港,仍通过管制计划协议对电力市场进行有效管制,不仅确保了电力公司以合理价格为市民和企业提供可靠、安全、高效的电力供应,而且也满足了电力公司股东的合理投资回报。本文试图从多种因素对香港电力价格的形成机制进行分析探讨。
