省九届人大财经委员会在省人大及其常委会的领导下,认真履行宪法和法律赋予的职责,根据新的形势和任务的要求,积极进取,开拓创新,使本届人大财经监督工作在八届人大财经工作的基础上有新的创新和突破,为我省经济建设和民主法制建设作出了新的贡献。首次提出在省人代会上改进和完善计划审查程序的意见在以往的省人代会上,根据惯例,财经委不向大会主席团提交计划审查报告。财经委认真分析了原因,从加强计划监督的实际情况出发,向主任会议建议在人代会上完善对计划审查的程序。经同意后,于1999年开始实施财经委在会前深入调查研究,会上充分听取代表意见的基础上,按大会议程,对计划草案进行专题审查,提出财经委对计划审查报告的意见。每年的审查报告,对我省经济社会发展中的重大问题和人民群众普遍关心的热点、难点问题提出有针对性的建议意见既完善了审查程序,也对计划草案起到了审查监督的作用。
Under the leadership of the provincial people’s congress and its standing committee, the 9th NPC Financial and Economic Committee conscientiously performed its duties as entrusted by the Constitution and laws and actively pursued and blazed new trails in accordance with the requirements of the new situation and tasks. On the basis of the NPC financial and economic work, there are new innovations and breakthroughs that have made new contributions to the economic construction and the construction of democratic legal system in our province. For the first time put forward the suggestion of improving and perfecting the plan review process at provincial people’s congress At convention of provincial people’s congress, conventionally, FIC does not submit the plan review report to the presidium of the General Assembly. The Financial and Economic Committee carefully analyzed the reasons and proceeded from the actual situation of strengthening the supervision of the plan and proposed to the meeting of directors that the procedures for the review of the plan should be perfected at the people’s congress. After approval, the FIC began to carry out in-depth investigations and studies prior to the meeting in 1999. On the basis of fully listening to the views of the delegates at the meeting, a special review on the draft plan was conducted according to the agenda of the conference and the opinions of the FIC on the plan review report were put forward. The annual review report puts forward targeted suggestions and suggestions on the major issues concerning the economic and social development in our province and the hot and difficult issues of general concern to the masses, which not only improves the examination procedure but also plays a role of examination and supervision of the draft plan.
