1996年底,经广东省人民政府同意,广东省卫生和计划生育委员会特许中国太平保险(香港)有限公司(原“香港民安保险有限公司”)推出“意外急救医疗保险”服务。这是粤港两地医疗卫生界与保险界的首次合作,也是为解决港人在内地遇意外需急救治疗的问题而开办新险种的一个尝试。急救卡的发行,为保障香港同胞在境内因意外受伤得到及时的救治起到了积极作用,也为广东省提供了更好的对外开放环境,同时也确保了医疗单位救治伤病员后可及时收回医疗费用,并且还能按照国际惯例,安排专业医生和救护车护送持卡人返回香港、澳门休养或继续治疗,对粤、港、澳紧急医疗救援
By the end of 1996, with the approval of the People’s Government of Guangdong Province, the Guangdong Provincial Health and Family Planning Commission licensed China Taiping Insurance (Hong Kong) Co., Ltd. (formerly known as “Hong Kong Min An Insurance Co., Ltd.”) to launch the “accident emergency medical insurance” service. This is the first collaboration between the medical and health sectors in Guangdong and Hong Kong and the insurance industry. It is also an attempt to solve the problem of Hong Kong people experiencing out-of-hospital emergency situations in the hinterland and launching new types of insurance. The issuance of emergency cards has played a positive role in ensuring that compatriots in Hong Kong receive prompt medical assistance in the country because of accidental injuries. It also provides Guangdong with a better environment for opening to the outside world and ensures timely recovery of medical units after the treatment of the sick and wounded.
