【开篇的话】7市、35县(市、区)承担对口帮扶任务;藏区彝区45个贫困县(市、区)全部被纳入;2020年稳定实现“两不愁三保障”和“四个好”总体目标……在脱贫攻坚啃“硬骨头”、攻城拔寨的关键时候,省委省政府决定,在原有“7+20”对口援藏总体不变的基础上,确定一批经济基础较好、财政实力较强的市、县(市、区),开展省内对口支援藏区贫困县、扶贫协作彝区贫困县工作。消除贫困、改善民生、实现共同富裕,是社会主义的本质
