各设区市劳动和社会保障局:为了更好地贯彻落实《中共中央国务院关于进一步做好下岗失业人员再就业工作的通知》(中发〔2002〕12号)精神,做好我省灵活就业人员参加基本医疗保险的工作,根据劳动和社会保障部办公厅《关于城镇灵活就业人员参加基本医疗保险的指导意见》(劳社厅发〔2003〕10号)的精神,结合我省实际情况,现就福建省城镇灵活就业人员参加基本医疗保险的有关问题提出以下指导意见:一、适用范围:本意见适用于机关、事业单位辞职、辞退和已与国有企业、县级以上集体企业解除劳动关系的人员,其他未达法定劳动退休年龄的灵活就业人员,从事非全日制、临时性、季节性、弹性工作和自谋职业者参加基本医疗保险。二、参保办法:灵活就业人员已与用人单位建立明确劳动关系的,要按照用人单位参加基本医疗保险的方法缴费参保,由用人单位为其办理参保或续保手续,享受同等基本医疗保险待遇。其他灵活就业人员,可以以个人身份缴费参保,并按缴费水平享受相应的医疗保险待遇。鼓励灵活就业人员通过劳动保障事务代理、派遣机构或社区劳动保障服务机构等实现整体参保。三、缴费费率:灵活就业人员参加基本医疗保险的缴费率原则上按照当地的缴费率确定。缴费基数按照当地上年度在岗职工年平均工资核定。其中低收入(具体标准由当地确定)的人员,可按不低于当地上年度在岗职工年平均工资的60%核定。

Second, the insured approach: flexible employment personnel and the employing unit to establish a clear labor relations, according to the employer to participate in the basic medical insurance payment insured by the employing unit to apply for the insurance or renewal procedures, enjoy the same basic medical Insurance treatment. Other flexible employment personnel may pay their own personal insurance premiums and enjoy corresponding medical insurance benefits according to their payment levels. Encourage flexible employment through labor and social security agents, sending agencies or community labor and social security service agencies to achieve overall insured. Third, the payment rate: flexible employment to participate in the basic medical insurance contribution rate in principle, according to the local contribution rate determined. Payment base in accordance with the local last year, the average annual wage of workers approved. Among them, those with low income (the specific standards are determined locally) can be approved at not less than 60% of the average annual wage of workers and staff in the local area in the previous year.
