基于PCA和DEA模型,遵循科学性、实用性、可比性、动态与静态相结合原则,结合海洋经济实际发展状况,建立天津市海洋经济可持续发展评价指标体系;基于投入-产出视角来衡量可持续发展状况,以期对天津市海洋经济的可持续发展进行纵向评价并丰富其综合评价的理论与方法研究。结果表明:2000~2010年间,天津市海洋经济总体可持续呈良性发展,具有可持续发展的基础及能力;但海洋资源、劳动力和基础设施的投入冗余度高,利用率低下,是阻碍海洋经济可持续发展的一个重要原因。因此天津市在发展海洋经济过程中必须充分考虑规模效益与技术效益有效性,协调好海洋经济与环境之间的关系,走一条可持续发展之路。
Based on PCA and DEA models, following the principle of combining science, practicability, comparability, dynamic and static, combined with the actual development of marine economy, this paper establishes the evaluation index system of sustainable development of marine economy in Tianjin. Based on the input-output perspective Sustainable development, with a view to the sustainable development of marine economy in Tianjin longitudinal evaluation and enrich its comprehensive evaluation of the theory and methods. The results show that: from 2000 to 2010, the overall marine economy in Tianjin showed a sustainable and healthy development with the basis and capacity for sustainable development. However, the investment in marine resources, labor force and infrastructure is highly redundant and inefficient, which hinders the development of the ocean An important reason for sustainable economic development. Therefore, in the process of developing marine economy, Tianjin must give full consideration to the economies of scale and effectiveness of technical benefits, coordinate the relationship between marine economy and environment, and take a sustainable development path.
