国家科委三位副主任最近分别就北京市长城机电科技产业集团公司一项重大的改革新尝试作出批示。该集团公司大胆改革技术转让旧有模式,将一项高科技成果的部分所有权向全社会千家万户大规模转让,在短短的两个月内,产值由1500万剧增到将近一亿元,并在全国相关行业迅速形成了强大的推广声势。朱丽兰、惠永正、李效时三位国家科委副主任认为,科技成果关键在于应用,在于转化成现实生产力。在这方面,资金投入不是成为困惑我们转化的主要问题之一。用多种方法筹资是解决我国科研经费短缺的唯一办法。同时,通过集资办法,也可使社会更多地了解和参与科技实践,有利于科学技术向现实生产力的转化。
