2006年,不平凡的一年。国家安监总局近期在其官方网站通报了2006年1月1日—11月19日全国安全生产概况——全国发生一次死亡10人以上特大事故84起,死亡1380人,同比减少29起、1002人。10月24日到11月12日,山西省连续发生5起重特大事故,导致111人死亡；11月25日和26日两天内,黑龙江、云南、山西相继发生了三起矿难,国家安监总局李毅中局长怒斥一些地方政府“上有政策,下有对策”,赵铁锤大发“脾气”的场景,也使一些地方官员心存几份内疚与紧张。这些到底是工作粗糙形成的习惯,还是官僚主义作风在作怪?在近期一些发生重大生产事故的地方,某些政府官员所表现出的头脑麻痹、执法手软,“一问三不知”,已经为一种常见的现象。“该关的没关,地方政府心慈手软,结果导致安全事故一再发生。”国家安监总局局长李毅中在分析近期中国的安全生产局势时,曾一针见血。11月28日,中央电视台朝闻天下栏目的互动话题是“矿难频发,如何治理”?面对这个问题,许多观众表示,地方政府的不作为是导致矿难频繁发生的直接原因。“猫不捕鼠,养猫何用?”在依法查处非法矿主的责任时,地方政府部门某些人也须接受“庭审过堂”。2007年,安全生产局势依然严峻,期望地方政府能够在新的一年里作为起来,扭转目前的安全生产形势,愿李毅中、赵铁锤等领导再谈起安全生产问题时能够心平气和,不再动怒。
