社会保障制度是国家和社会依照一定的法律和规定,对社会成员的基本生活权利予以保障的社会安全制度。社会保障包括待业、工伤、医疗、养老保障以及部分社会福利等方面的内容。它是社会大生产的产物,是经济发展与社会进步的标志,也是保证社会稳定,创造有利于经济发展的环境的重要措施。我国的养老保险制度是1951年2月,根据政务院颁发的《中华人民共和国劳动保险条例》逐步建立起来的,主要内容包括女职工生育待遇、职工退职退休待遇、职工疾病负伤和死亡待遇、职工供养直系亲属的劳动保险待遇、临时工的劳动保险待遇。1953年1月,政务院对《劳动保险条例》作了修正,扩大了实施范围,提高了部分待遇标准。1958年,国家颁发了统一的退职退休办法,在机关、团体、事业和企业单位中全面实行,1978年对这两个办法又作了部分修改。在改革开放的过程中,党中央、国务院还及时依据变化的形势,提出并采取了一些加强社会保障的重要措施。这些工作,从多方面推动了社会保障事业健康发展,促进了社会保障在改革中不断完善。

In the process of reform and opening up, the Central Party Committee and the State Council promptly put forward and adopted some important measures for strengthening social security in light of the changing situation. These efforts have promoted the healthy development of social security in many aspects and have promoted the continuous improvement of social security in the reform.
