文章认为 ,在中国国企改革的攻坚阶段 ,应当从分析其存在的历史背景和审视其改革的现状出发 ,重新思考国企改革的出路问题。中国国企产生及存在的社会经济条件、理论依据和社会职能等均不同于发达国家 ,因而导致了它的分布过宽和在经济总量中的比重过大 ,并带来了低效率等突出问题。改革开放以后 ,国企改革主要局限于权利与利益的调整 ,虽然在一定程度上激发了其内在活力 ,但也由于“内部人控制”现象的出现和政府各个部门对企业利益的侵蚀 ,也导致了严重的国有资产的流失。因此 ,深化国有企业改革 ,一要发展和完善其赖以建立的理论依据 ,二要重新界定其社会职能 ,三是完善和重建其产权关系及其管理形式。
The article argues that in the crucial stage of the reform of state-owned enterprises in China, we should start from analyzing the historical background of its existence and examining the current situation of its reform, and rethink the way out of the reform of state-owned enterprises. The socioeconomic conditions, theoretical basis and social functions of Chinese state-owned enterprises are different from those of developed countries, which leads to their over-distribution and the over-proportion in the total economic output, as well as the outstanding problems such as inefficiency . Since the reform and opening up, the reform of state-owned enterprises has mainly been confined to the adjustment of rights and interests. Although it has stimulated its intrinsic vitality to a certain extent, the emergence of “insider control” and the erosion of the interests of enterprises by various government departments have also led to Serious loss of state assets. Therefore, to deepen the reform of state-owned enterprises, we must first develop and perfect the theoretical basis for its establishment, second, redefine its social functions, and third, improve and rebuild its property rights and its management style.
