国有企业改制要求国有产权合理流动 ,产权流动又要求有规范的现代产权交易市场。而国有产权有退有进的有序流动 ,依赖于国有、集体、私人及外国投资等多元资本的共同支撑 ,并需要一个对各类资本开放的统一市场平台。国有产权的流动只有通过规范的产权交易市场进行 ,才能形成公允的交易价格 ,有效杜绝国有产权交易的“暗箱”操作 ,防止国有资产的流失 ,保证国有产权制度改革战略目标的实现。
The reform of state-owned enterprises requires the rational flow of state-owned property rights, property rights also requires a standardized modern property rights trading market. However, the orderly flow of state-owned property rights in a backward and progressive manner relies on the common support of pluralistic capitals such as state-owned, collective, private and foreign investments and requires a unified market platform that is open to all types of capital. Only when the state-owned property rights flow through the regulated property right exchange market can a fair transaction price be formed, the “black box” operation of state-owned property rights transaction can be effectively eliminated, the loss of state assets can be prevented and the strategic goal of the reform of state-owned property rights system can be guaranteed.
