随着国家全面启动水土保持生态环境建设 ,并将其纳入基本建设管理 ,作为基础性文件之一的水土保持概算定额 ,它的编制显得越来越重要。结合《黄河流域水土保持生态工程初步设计概算编制办法及概算定额》的编制 ,就梯田概算定额的编制方法、计量单位、子目设置及步距、人工、机械、材料消耗量的确定、单价取费率和工程单价进行了论述 ,并就定额水平进行了实例分析测算 ,以检验其合理性 As the state starts the construction of soil and water conservation ecological environment in an all-round way and incorporates it into the capital construction management, as one of the basic documents, the formulation of soil and water conservation quotas is becoming more and more important. Combining with the compilation of “Preliminary Design Estimation and Estimation Quota of Soil and Water Conservation Ecological Project in the Yellow River Basin”, the method of compiling terrace estimate, the unit of measurement, the setting of subheading and the steps, artificial, mechanical and material consumption were determined. Rate and project unit price were discussed, and the quota level were analyzed by examples to test its rationality
