第二讲《中华人民共和国产品质量法》的基本内容和特点对产品质量立法,在我国尚属首次。下面从几个方面概括一下《中华人民共和国产品质量法》(以下简称《产品质量法》)的基本内容和特点。1 指导思想和基本原则对产品质量立法,是一项复杂的系统工程,涉及的方面很广。这次立法的基本指导思想是:从我国实际出发,体现我国建立和发展社会主义市场经济的方向,实行国家宏观调控与市场引导相结合的方针;为企业创造良好的外部环境,激励企业提高产品质量;借鉴国外有益的经验,采用国际通行的管理模式和科学管理方法;充分保护用户和消费者的合法权益。
