福建省计生委根据《计划生育技术服务管理条例》的有关要求,在广泛征求各级计生部门意见的基础上,对原有《计划生育手术记录及随访卡》进行修改,增加受术者知情选择的内容。要求计划生育技术人员认真贯彻计划生育技术服务实行国家指导和个人自愿相结合的原则,在为育龄夫妇实施避孕节育手术前,须向受术者及近亲属做必要的解释,讲明术中和术后可能发生的并发症、医疗意外及注意事项,在取得受术者本人或近亲属签名(或盖手印)同意的情况下,才能实施手术,并向育龄群众提供安全、有效、规范的技术服务。
