近年来,两岸经贸交往日益频繁,台商对大陆的投资逐年增加。台湾当局把两岸经贸联系的加深视为一种潜在的“威胁”,加强了对台商赴大陆投资的分流、抑制和控制措施。(1)推动“南向”政策,分散台商赴大陆投资。所谓“南向政策”,其意图除可分散台对大陆投资、贸易,减小对大陆贸易依存度以免未来损及两岸谈判筹码外,同时也是借助南向政策下贸易、投资和技术转移的互动关系,加强台在东南亚的影响力,扩展台湾在国际政治舞台的“空间”。为推行“南向政策”,1994年初李登辉、连战分别以“私人度假”名义到新加坡、马来西亚、泰国、印尼和菲律宾活动,为“南向政策”鸣锣开道。台“经济部”设立了“南进专案小组”,“经建会”颁布了“加强对东南亚地区经贸工作纲要”,并由台当局官方
In recent years, the cross-strait economic and trade exchanges have become increasingly frequent, and the investment by Taiwanese businessmen in the Mainland has been increasing year by year.
