公务员精神是一种由多种品质构成的价值共同体。追求公共利益是公务员精神的本质要求,它要求公务员在公共领域作为“公共人”而非“经济人”存在,以公共利益为信仰,以谋求公共利益的最大化为职业标准;强化责任意识是公务员精神的制度约束,它要求加强作为外部控制的法律法规等制度建设和作为内部控制的道德法则等自律建设,使信仰与责任统一;维护社会公正是公务员精神的路径选择,它要求公务员保证公共权力的公共性,指向公共善;培育高尚人格是公务员精神的理想升华,它要求公务员具有鲜明的荣辱观,无论是在公共领域还是社会领域都具有较高的道德认识和道德行为。
Civil servant spirit is a value community composed of many qualities. Pursuing the public interest is the essential requirement of the civil servant’s spirit. It requires the public servant to exist in the public domain as “public ” rather than “economic man ”, take the public interest as the belief and seek to maximize the public interest as the occupation standard. To strengthen the sense of responsibility is the institutional restraint of the civil servant’s spirit. It calls for strengthening the self-discipline construction of laws and regulations and other systems as external control and moral law as internal control so as to unify the beliefs and responsibilities. It is the path choice of civil servants to safeguard social justice It requires civil servants to ensure that the public power of public power points to public good; to cultivate noble personality is the ideal sublimation of the civil servant’s spirit. It requires civil servants to have a clear concept of honor and disgrace, and has high moral awareness and moral conduct both in the public domain and in the social domain .
