我区各基层单位的积存零散文件,虽在一九五八年經过了整理立卷,但大部分单位都沒有把党、政、工、团的档案集中地保管起来,党、团、工会虽有一个兼职档案員,但由于忙于其他工作常把档案工作挤掉;在管理方法上,也多是各搞一套,很不統一。有的单位保管条件也不好。从一个单位来看,以党的文件为核心,党、政、工、团之間的文件联系十分密切,但这几方面的档案各单位却一直分散保管。这就使查找利用工作上有很多不便。从
