为打击倒买倒卖国库券违法活动,维护国库券的信誉,保障国库券转让市场的正常秩序,根据《中华人民共和国国库券条例》和《关于对倒卖国库券的单位和个人进行惩处的规定》,特制定本通告。一、根据国务院规定,允许首批上市买卖的国库券仅限于一九八五年和一九八六年国家向个人发行的国库券。二、下列国库券不得上市;(一)未经公布上市的国库券;(二)在商业或金融活动中属欠款、抵押、抵还贷款的国库券;
In order to combat the illegal activities of buying and selling treasury bonds, safeguarding the credibility of treasury bills and safeguarding the normal order of the treasury transfer market, this circular has been formulated in accordance with the Regulations of the People’s Republic of China on Treasury Bonds and the Regulations on the Punishment of Units and Individuals Selling Reposses of Treasuries. First, according to the provisions of the State Council, the first batch of treasury bonds that are allowed to be traded on the market will be restricted to treasury bonds issued to individuals by the state in 1985 and 1986 respectively. Second, the following treasury bills may not be listed; (a) unlisted treasury bills; (b) in commercial or financial activities are arrears, mortgages, loans to repay the treasury bonds;
