中国共产党在特殊的历史条件下通过暴力革命的方式取得了执政地位,在革命战争时代形成的党政一元化的领导体制,在新的历史条件下,与社会经济的迅速发展出现了不协调的方面。本文对党政一元化的领导体制的弊端和改革方向作了简要的分析,提出以法律保证行政首长全面行使行政和业务工作的管理权和决策指挥权。 Under special historical conditions, the Chinese Communist Party has achieved its ruling position through violent revolutions. The unified leadership system of party and government formed during the era of revolutionary war under the new historical conditions has appeared in an uncoordinated manner with the rapid development of social economy . This article gives a brief analysis of the drawbacks and the direction of the reform of the centralized leadership system of the party and government, and proposes to ensure that the executive heads fully exercise the management and decision-making powers of administrative and operational work by law.
