内河乡镇船舶的安全是与人民群众的切身利益息息相关的,其安全管理一直是社会,特别是人民政府和海事部门等关注的热点,是乡镇政府、海事部门和地方交通部门亟待解决的重点和难点。近年来,乡镇船舶时常发生水上交通事故,而每一次事故的发生都会在社会上造成很大的负面影响。本文在分析了出现不安全因素原因的基础上,提出乡镇船舶安全管理的解决方案,以期对地方政府和海事部门在实际工作中有所帮助。
The safety of inland river townships and ships is closely related to the vital interests of the masses of the people. The safety management of such vessels has always been a hot topic of concern to the society, especially the people’s government and the maritime sector. It is also a key and difficult issue to be solved urgently by the township governments, the maritime departments and the local transportation departments . In recent years, water-borne accidents have frequently occurred on township vessels, and the occurrence of each accident has a great negative impact on the society. Based on the analysis of the causes of the unsafe factors, this paper puts forward the solution to the safety management of township vessels in the hope of helping local governments and maritime departments in their practical work.
