各行政公署,各市、县人民政府,省政府各直属单位:“九五”期间我省基础教育事业全面实施党的教育方针,取得了巨大发展,在全省基本普及了九年义务教育,教育教学改革逐步深入,实施素质教育取得了一定成效,多数学校办学条件明显改善,教育教学改革的整体水平得到了明显的提高。进入21世纪,全省基础教育面临着新的挑战。为了认真贯彻落实江泽民同志“三个代表”重要思想,全面贯彻落实《国务院关于基础教育改革与发展的决定》(国发[2001]21号)和全国基础教育工作会议精神,实施我省国民经济和社会发展第十个五年计划,落实“搞好二次创业、实现富民强省”的奋斗目标,进一步推进我省基础教育的改革和健康与迅速发展,结合我省实际,特制定如下实施意见:

Basically, nine-year compulsory education has been popularized throughout the province. The education and teaching reform has been gradually deepened, and the implementation of quality education has achieved certain results. The conditions for running schools in most schools have been significantly improved, and the overall level of education and teaching reform has been significantly improved. In the 21st century, basic education in the province is facing new challenges. In order to conscientiously implement Comrade Jiang Zemin’s important thinking of “three represents,” fully implement the “Decision of the State Council on Basic Education Reform and Development” (Gufa [2001] No. 21) and the spirit of the national basic education work conference, implement the province’s The Tenth Five-Year Plan for National Economic and Social Development implements the goal of “doing the second venture and realizing a strong province for the people” to further promote the reform and healthy and rapid development of basic education in our province.
