根据铁道部科技辆技字第190号、辆技字第244号文的要求,于1981年1月7日,由铁道部车辆局主持在哈尔滨召开了“3—2高磷铸铁闸瓦装车运行试验会议”。会议确定由哈尔滨铁路局三棵树车辆段主持进行3—2高磷铸铁闸瓦的耐寒试验和现车运行试验。3—2高磷铸铁闸瓦是由戚墅堰机车车辆工艺研究所、铁道科学研究院机车车辆研究所和上海铁路局机车车辆配件厂研制成功的,并于1980年,两次在上海铁路局配属的上海至乌鲁木齐的51/52次列车上作了运行试验。这次试验在哈尔滨至满洲里的189/190次直达旅客快车上进行,该区间全长954公
