企业技术改革是企业平衡设备能力,扩大生产规模,促进技术进步,降低能源消耗,提高经济效益,花小钱办大事的有效途径。但是通过对襄樊地区十户纺织工业企业“七五-八五”期间的技术改造项目调查后发现,技改项目的实际效益与评估效益差距很大,调查分析:十个技改项目新增银行贷款300万元。已经竣工投产九个项目,从产量上看,有八个达不到设计生产能力,从经济效益上看,有六个项目均未达到评估效益指标,其中有三个项目建成投产后发生亏损。九个项目年新增产值、销售收入、利润、税金、出口创汇分别只占评估数值的78%、45%、9.27%、41.6%、
Enterprise technological reform is an effective way for companies to balance equipment capabilities, expand production scale, promote technological progress, reduce energy consumption, increase economic efficiency, and spend small money to do big things. However, after investigating the technological transformation projects in the ten textile industry enterprises in the Xiangfan area during the period of “September-Eighth Five-Year Plan”, it was found that the actual benefits of the technical reform projects and the evaluation benefits are very different. From the output point of view, eight of them have failed to reach the designed production capacity. From the perspective of economic efficiency, six projects have failed to meet the evaluation index, and three of these projects have incurred losses after their completion. The newly added output value, sales revenue, profits, taxes, and foreign exchange earned through exports of the nine projects accounted for only 78%, 45%, 9.27%, and 41.6% of the assessment figures respectively.
