本文把外部效用理论引进传统的 S—C—P范式下的过度竞争产业分析,重新定义了过度竞争产业的概念,认为产业过度竞争的根源在于产业的外部性。以我国煤炭产业为案例,分析了人力资源的外部性是该产业过度竞争的根源。同时以外部效用理论为基础,提出了过度竞争产业最优规制实现的过程。
This paper introduces the theory of external utility into the analysis of over-competition industry under the traditional S-C-P paradigm, redefines the concept of over-competition industry, and believes that the root cause of over-competition in industry is industrial externality. Taking China’s coal industry as a case, this paper analyzes the externality of human resources as the source of excessive competition in this industry. At the same time, based on the theory of external utility, the process of realizing the optimal regulation of over-competition industry is proposed.
