分析了农业联产承包制的缺陷,认为以“长期租佃制”为中心的山地制度改革试验有效地克服了承包制的不足。试验内容:进一步明确和实现山地集体所有权,稳定和明确山地使用权,实行山地有偿使用、有偿流转。目的:促进山地使用权市场发育,实现适度规模经营,提高山地利用效率。结论:长期租佃制是现阶段我国山地制度的必然选择。
The defects of the contract system of agricultural co-production are analyzed. It is believed that the mountain system reform test centering on the “long-term tenancy system” has effectively overcome the deficiencies of the contract system. Test Content: To further clarify and realize the collective ownership of mountain areas, to stabilize and define the right to use mountain areas, to implement the compensated use and paid circulation of mountains. Objective: To promote the market development of mountainous land use rights, achieve moderate scale operation and improve mountainous use efficiency. Conclusion: The long-term tenancy system is the inevitable choice of the mountain system in our country at this stage.
