南郊区石油公司自1987年底实行经理负责制以后,大胆探索做好思想政治工作的新路子,到1988年4月正式实行了经理全面负责下的业务工作和思想工作相结合的新体制,即“一岗二责”制。“一岗二责”制是新形势下搞好企业工作的新尝试,是值得提倡的。一、“一岗二责”制是由党组织负责企业职工思想政治工作转变为经理全面负责思想政治工作的新体制。传统的由党组织负责企业思想政治工作的旧体制存在不少弊病: 1、书记、厂长(经理)分工成了分家,容易相互扯皮、推诿,甚至内耗丛生,削弱思想政治工作。2、书记、政工干部想抓思想政治工作却苦于没有合适的时间,了解情况不及时、不全面。而
