我国钢铁行业近年来一直面临产能过快增长、布局不合理、铁矿石流通秩序混乱和资源环保压力大等问题,为了促进这些问题得到解决,国家工业和信息化部于2010年6月出台了《钢铁行业生产经营规范条件》。本文从涉及该规范条件执行的中央、地方和钢企三方利益博弈的角度进行分析,指出博弈各方从自身成本收益角度可能采取的策略选择和行动,并最终对该规范条件的执行效果产生影响。最后,结合博弈研究推导的结果与当前政策执行的现实困境,本文提出了相关的政策建议。
In recent years, China’s steel industry has been faced with such problems as excessive capacity growth, unreasonable layout, chaotic order of iron ore circulation and pressure on resources and environmental protection. In order to promote the settlement of these problems, the Ministry of Industry and Information Technology of the PRC issued in June 2010 “Steel industry production and management practices conditions.” This article analyzes the tripartite interest game involving the central, local and steel enterprises under the conditions of the regulation, and points out the possible strategic choices and actions that all the parties in the game can take from the perspective of their own cost-benefit and ultimately influences the execution effect of the regulatory conditions . Finally, combined with the results of the game research and the current plight of the implementation of the policy, this paper put forward the relevant policy recommendations.
