成安县是我省第一批节水型社会试点县,节水工作有较扎实的群众基础。作为我省首批节水压采项目县,在水价改革工作中走在了全省的前列,并成为全国的典型样板。2013年编制《成安县水资源使用权分配方案》,2014年完成全县234个行政村的水权分配工作,发放水权证约8.2万本,水权证发放率达到100%。机井IC卡智能计量设施安装率为85%;234个行政村均依托县用水户合作组织成立村级用水户合作组织,为水价改革顺利进行提供了保障。
Cheng County is the first batch of water-saving society pilot counties in our province, water-saving work has a more solid mass base. As the first batch of water-saving and pressure-mining project counties in our province, we are at the forefront of the province in water price reform and have become a typical model nationwide. In 2013, it formulated the “Distribution Plan of Water Resources Use Rights in Cheng County”. In 2014, it completed the distribution of water rights in 234 administrative villages in the county, issued 82,000 water rights certificates and issued 100% water rights certificates. The installation rate of smart metering facilities for IC card wells was 85%. All 234 administrative villages relied on the county water user cooperation organization to set up a village water user cooperation organization, which provided a guarantee for the smooth progress of water price reform.
