为了达到全党办报的目的,海伦日报在全县各部门、各乡社、工厂、学校建立了三百多个小编辑部。小编辑部的编辑、记者完全由各部门的工作人员担任,其任务是把本部门的报道工作全部包下来。包采访,包编写,向报社交成品。小编辑部定期制定报道计划,这个计划经报社编辑部批准后就列入报社的报道计划中。小编辑部不但有写稿任务,还要协助报社在本部门各基层组织内建立通讯小组并领导读报组。报社编辑部有专人和各小编辑部联系,指导小编辑部完成上面各项任务。
