从皇、帝两字看出远古的图腾即德对氏族的凝聚力,而从王、伯两个看到武力集权对各个民族的统治。李玄伯先生所阐发“德”的涵义,是其最初的本义。异姓异德异类,则表明不同的氏族具有不同的图腾和不同的德。而同一个氏族具有相同的德、性、姓。从远古原始的社会发展到奴隶制国家,由远古单一的氏族发展成为各个氏族的融合为一个国家,因此原来适合管理一个氏族内部的德治,已经不适合管理各个氏族之间了,它需要法的力量去管理和凝聚一个国家。
