政府采购是政府管理社会经济生活的一种重要手段,是政府宏观调控的需要。它有利于提高预算资金的使用效率,抑制腐败的滋生。《政府采购法》的实施对政府采购管理监督发挥着重要作用。但是从运行的实践来看,尚处在摸索实践阶段,当前存在着一些必须着手规范和完善的问题,需要我们认真思考。本文通过深入细致地分析采购执行过程中的问题,有针对性地提出完善预算、培养人才、加强电子信息化建设、完善制度等措施,来规范完善政府采购行为。 Government procurement is an important means by which the government manages social and economic life and is the need of the government’s macro regulation and control. It helps to improve the efficiency of the use of budgetary funds and curb the breeding of corruption. The implementation of “Government Procurement Law” plays an important role in supervising government procurement. However, from the operational point of view, it is still in the groping phase of practice. There are currently some problems that must be tackled and improved, and we need to think seriously. This paper analyzes the problems in the process of procurement and implementation in detail, puts forward some measures such as perfecting the budget, training talents, strengthening the construction of electronic information and perfecting the system so as to standardize and perfect the government procurement behavior.
