中央人民政府貿易部(甲方)中華全國合作社聯合總社(乙方)遵照中央人民政府政务院財政經濟委員会三月七日計農字第六八六號指示,為穩定棉農植棉情緒,保證国家棉花增产計划的實現。并促進合作社採購推销業務逐漸走向計划性,以使工業與農業,国家計划與社員要求,国營經濟與合作經濟密切结合,特訂立本協議书。共條款第一絛甲方委託乙方辦理一切有关棉花预购事宜。第二條预购对象以合作社社員為主,并得同時向非社员预购。
