西部大开发是中央作出的重大战略决策 ,实施这个决策的主要制约因素是水资源问题。西部地区特别是西北地区陕、晋、甘、宁、青五省 ,历年干旱、少雨、水土流失严重 ,生态环境日益恶化 ,工农业生产比较落后 ,但西北地区又是我国的能源和矿产主要基地。对这些地区如何开发 ,如何安排好工、农、牧、草、林五业 ,关键要解决水资源问题 ,该文拟就西部地区能源布局的调整和水资源开发方面提出一些浅见。
The development of the western region is a major strategic decision made by the Central Government. The main constraint on the implementation of this decision is the issue of water resources. In the past five years, the western regions, especially the five provinces of Shaanxi, Shanxi, Gansu, Ningxia and Qinghai, experienced severe drought and water loss and soil erosion over the past years, their ecological environment deteriorated day by day and their industrial and agricultural production lagged behind. However, the northwest region is another major energy and mineral base in China . How to develop these areas and how to arrange the five industries of industry, agriculture, animal husbandry, grass and forestry is the key to solving the water resources problem. This article proposes some humble opinions on the adjustment of the energy layout in the western region and the development of water resources.
