在科教兴国战略实施伊始,知识经济在我国渐趋发展的态势下,由于制度和历史的原因,乡镇企业在我国的地位仍不免尴尬。现阶段突出的表现是它受到的金融歧视:贷款无门、上市无望(因为中国风险投资尚未形成,当然这是就大部分乡镇企业而言的)。这对乡镇企业当然是不公平的。但在转轨时期,政府确有其苦衷,不能兼顾亦属不得已。这种状况估计在短期内不会有大的改进,因此对优秀的乡镇企业而言,最为重要的是要开辟融资新渠道。渠道之一:改组为外商投资企业借用国际商业贷款外商投资企业借用国际商业贷款无须国家外汇管理局批准,只需向其作外债登记。而内资企业一般不允许借用国际商业贷款。因此,乡镇企业可以考虑改组为外商投资企业(如将部分股权转让给自己在境外注册的公司)以谋求国际商业贷款。
At the beginning of the strategy of rejuvenating the country through science and education, the knowledge economy has gradually developed in China. Due to institutional and historical reasons, the status of township and village enterprises in China is still inescapable. The outstanding performance at this stage is the financial discrimination it suffers: there is no loan available, and there is no hope of listing (because China’s venture capital has not yet formed, of course, this is the case for most TVEs). This of course is unfair to township enterprises. However, during the transition period, the government did have its own difficulties, and it cannot be considered as a last resort. This situation is estimated to have no major improvement in the short term. Therefore, for the outstanding township enterprises, the most important thing is to open up new financing channels. One of the channels: reorganization for foreign-invested enterprises borrowing international commercial loans Foreign-funded enterprises borrowing international commercial loans without the approval of the State Administration of Foreign Exchange, only need to register foreign debt. Domestic-funded enterprises generally are not allowed to borrow international commercial loans. Therefore, township and township enterprises may consider reorganizing themselves as foreign-invested enterprises (for example, transfer some of their equity to companies registered abroad) to seek international business loans.
