给五千余名乡镇招聘干部以公务员身份,还清历史欠账,有助于和谐社会的建设。 甘肃省有五千多名乡镇干部在农 村基层工作了20多年,有的临近告 老返乡却不得不面对“卷铺盖走人” 的尴尬境地。这些年来,这些干部提 拔难、交流难、进城难,严重影响到 基层正常的经济社会和谐发展。而造 成这种局面的原因是他们的“聘用” 身份。今年年中,甘肃省委在大量调 研的基础上着手探索解决这一问题, 到9月底全省5586名招聘干部全部 “脱胎换骨”过渡为国家公务员,这在 甘肃广大干部群众中引起强烈反响。

More than 5,000 township cadres in Gansu Province have worked in rural grassroots for more than 20 years, and some have been forced to face the embarrassing situation of “leaving their homes in a jumble of clothes.” In recent years, these cadres have made it hard to promote hard work, communicate hard and go to cities hard. This has seriously affected the normal economic and social development at the grassroots level. The reason for this situation is their “hiring” status. In the middle of this year, the Gansu Provincial Party Committee set out to solve this problem on the basis of a large number of investigations. By the end of September, all the 5,586 recruiting cadres in the province had made a “civil” transition to state civil servants, which aroused strong repercussions among the cadres and masses in Gansu Province.
