许多专家呼吁中国“能源转型”,由以煤炭为主的能源结构向多元化能源结构转变;由能源粗放型利用向能源高效利用转变;由直接大量燃用煤炭向煤炭清洁利用转变;由直接管理企业向市场引导企业转变。为此,必须建立综合能源战略,转变职能,完善能源法规政策和市场监督机制。
