近年来,农村问题反映最为突出的就是乡村一级干部不能切实把农民利益放在第一位,徇私枉法,加重农民负担,激化干群矛盾,损害了党在农民心目中的崇高形象,从而影响了党的各项政策在农村的顺利贯彻和执行。 这类的典型案例常常见诸全国各类媒体,例如前不久中央电视台《焦点访谈》报道的陕西省某乡镇干部乱收税中采取过激手段逼死村民事件所反映出来的问题。如何处理和解决干群关系和矛盾,将党的十六大提出的解决好“三农”问题落到实处,带着这个问题,笔者走访了山西省洪洞县广胜寺镇柴村村长邢贵保同志。
