“八五”期间,国家对铁路产业加大了倾斜投资的力度,铁路建设捷报频传,成效显著,铁路制约国民经济发展与社会进步的“瓶颈”状况已有所缓解和改观。但就总体能力而言,铁路仍还没有达到足以支持国民经济持续稳定发展的要求。表现为:企业缺乏活力,效益连年滑坡,建设与维修资金紧张,等等。股份制是现代企业制度的产权组织形式之一,是筹集社会资金的一种重要手段,是国有企业改革的方向之一。因此,探讨如何加快铁路企业的股份制改造,加快铁路进入资本市场步伐,实现经济增长方式的转变,无疑具有强烈的现实性和紧迫性。
During the period of the Eighth Five-Year Plan, the state increased the investment in favor of the railway industry. The rapid development of railway construction has made remarkable achievements. The “bottleneck” of the railway, which restricts the development of the national economy and social progress, has been eased and changed. However, in terms of overall capability, the railway has still not reached the level required to support the sustained and steady development of the national economy. Performance: the lack of vitality of enterprises, the effectiveness of landslides year after year, construction and maintenance of financial constraints, and so on. The shareholding system is one of the forms of property right organization of the modern enterprise system. It is an important means of raising social capital and one of the directions for the reform of state-owned enterprises. Therefore, to explore how to speed up the reform of the shareholding system of railway enterprises, speed up the pace of the railways entering the capital market, and achieve the transformation of the mode of economic growth undoubtedly have a strong reality and urgency.
