Lin Boqu is a respected veteran comrade in the party. He participated in Sun Yat-sen’s alliance earlier in his career, and served as Secretary-General of the Provisional Grand Presidential Office. In the old government, he did not behave like an official: No privilege, no bribe, no wife. It was an incredible thing in the eyes of people at that time. In 1917, he served as director of Hunan Provincial Department of Finance. At that time, this position could be described as a top-notch deficiency in finding a cure for people.
