各自治州、市人民政府,各地区行署,各县(自治县、市、市辖区、特区)人民政府,省政府各部门、各直属机构: 省人民政府同意省经贸委《关于鼓励和促进中小企业发展若干政策的意见》现转发给你们,请认真贯彻执行。中小企业在推动我省经济增长、促进市场繁荣、保持社会稳定、方便群众生活、缓解就业压力、实现技术创新和优化经济结构等方面发挥了重要作用。各地各部门要进一步转变观念,提高认识,坚持放开搞活与扶持发展并举的方针,以市场为导向,以扶持、服务为宗旨,为中小企业的发展和进步创造良好的外部环境,加大对中小企业的扶持力度,鼓励和促进中小企业健康发展。
