通过对辖区内厂矿卫生机构运行质量、人力结构、设备资源、功能状况等方面的调查分析 ,提出我国区域卫生规划难以制定和实施的最主要原因是计划经济体制下卫生机构条块分割、政出多门 ,难以协调。该区 1年多来打破系统内外界限 ,实行“村企合并”、“院企合并”、“医保合并”对卫生资源优化配置进行了积极探索 ,其思路是以规划为导向 ,对卫生资源进行战略性调整 ;以创新为手段 ,对现有资源进行结构性重组 ;以产业为方向 ,实施市场发展战略。
Through the investigation and analysis of the operation quality, manpower structure, equipment resources, and functional status of the factories and mines in the jurisdiction, it is proposed that the most important reason for the difficulty in formulating and implementing the regional health plan in China is the division and devolution of health institutions under the planned economic system.
