休闲渔业是以水产养殖、垂钓为核心,集餐饮、旅游、观光、健身、度假、购物等娱乐休闲方式于一体,有机融合一、三产业的一种新型产业。其较强的休闲娱乐性吸引了越来越多的城镇消费群体,使渔业产业链得到有效延伸,水产品附加值不断提高,成为众多城乡投资者看好的朝阳产业。《全国渔业发展第十二个五年规划》的重点任务中提到水产技术推广体系不断完善,渔业节能减排迈出新步伐;支持工厂化循环水养殖;鼓励发展文化多元的休闲渔业;河南省高度重视水产业的发展,鼓励水产的健康养殖、名贵鱼类的引种和休闲渔业的发展。
