项目全过程管理在目前国内的工程项目建设中的作用日益明显。基于项目前期、施工过程、开工准备等过程中需完成的工作,描述项目过程管理中遇到的前期手续问题,就工程项目施工中质量、进度、成本三要素进行分析并提出相应建议,最后对开工后的生产准备工作进行探讨。同时结合从事工程项目管理实践经验,对项目周期中的重点事项进行论述,对工程项目管理具有一定的指导意义。
