据一份来自浙江省发展与改革研究所的研究报告显示,浙江省高素质和高层次人才明显缺乏。一方面缺乏既懂经营管理又精通专业技术的复合型人才,在实践中成长起来的大批优秀企业家,大多对本领域世界前沿技术知之不深;另一方面缺乏高新技术人才,还没有形成在国内具有绝对竞争力的高新技术产业群体以及与之相匹配的高新技术人才群体。人才的吸纳和成长需要相应的载体,而这对于高技术产业尤为重要。载体层次低,数量不足,就意味着这个地区人才发展的空间小。例如全国高新技术领域中近一半数量的博士在深圳。因此,为了吸引高层次人才来浙,浙江省颇费心思。其中,如何吸引更多的留学人员来浙创业更是成为政府工作的重中之重。
