编者按:广东省劳动密集型企业多、“三来一补”企业多、中小型企业多、农民工多,劳资纠纷易发多发。近年来,广东省把防范处置劳资纠纷作为化解社会矛盾的重点工作加以推进,集中力量开展欠薪、欠保、转型升级劳资纠纷专项治理,劳资纠纷高发态势得到有效遏制。广州市把欠薪治理工作列为社会体制改革的重点推进内容,建立起工资支付分账管理等制度,从源头上解决建设领域拖欠劳动者工资的问题。深圳市深化仲裁机制改革,启动要素式办案模式改革,大幅提升了仲裁办案效能。
Editor's note: There are many labor-intensive enterprises in Guangdong Province. Many enterprises, many small and medium-sized enterprises, many migrant workers and labor disputes are prone to occur frequently. In recent years, Guangdong Province has taken precautionary measures against labor disputes as a key task in resolving social conflicts. It has focused its efforts on the special treatment of wage disputes over arrears, underwriting and restructuring, and the high incidence of labor disputes has been effectively checked. Guangzhou Municipality has listed the work of wage arrears as a key component of social system reform and set up a system of management of wage and pay dividends so as to solve the problem of arrears of laborers' salaries in the construction field from the source. Shenzhen Municipality deepened the reform of the arbitration mechanism and started the reform of the essential case handling mode, which substantially enhanced the efficiency of the arbitration case handling.
