1999年6月,国家设立了科技型中小企业创新基金,旨在通过拨款资助,贷款贴息和资本金投入等方式扶持和引导科技型中小企业技术创新活动,培育一批具有中国特色的科技型中小企业。基金启动两年来,对我国产业和产品结构的整体优化,扩大内需,创造新的就业机会,带动和促进国民经济健康、稳定、快速的发展已起到积极作用。新的举措,带来新的发展。这项政府专项基金的实施,无疑给蓬勃发展的国内科技型中小企业注入新的活力,激发它们以更大的热情为国民经济增长作贡献,并已显现出积极的政策导向作用。
